Videos won't play?

No matter what site I go on, videos will not stream. It'll load the video, but as soon as it starts playing the video screen goes green with some static look to it and freezes up the page, then a notification comes up saying "(site name) is not responding". On notification it gives option to recover page, click that and it reloads the page, but it does the same thing all over as soon as I hit the play button on the video. I'm running Windows 8 and using Internet Explorer. I did try Firefox and got the same results. I don't know if downloaded videos would work or not, I don't do downloads and don't plan to. Any help would be greatly appreciated, thank you.

Try updating flash player and see..... as online videos uses flash player
