What is wrong with my internet?
I'm downloading a file. It isdownloading at 17.2KB/s. It should be downloading at over 320KB/s!

Remember that the internet is not "your" internet. It is a Wide Area Network (WAN) that is full of traffic. Just because a download might be slow on your end does not mean it is "your network connection".
The file could be coming from a very busy server that has your packages on a low priority in the protocol.
