Why "The internet official homepage" is so ugly?
root-servers.org is the official website of 13 internet DNS servers. If it's servers go down the words internet is down.
why this website is so ugly?

It seems that it's meant to be functional instead of pretty. In the event of a catastrophe many might look to root-servers.org for information. The less data they have to generate the more users they can serve at once. It should help the site cope in the event of a "flash flood" of requests.
