tour guide marketplace website?

Hi,
I was wondering what it would entail and what it would cost to start an online tour guide marketplace similar to hiphost, but with a different slant- artists would be the guides. Any suggestions, feedback is welcome.

Getting a freelancer from a marketplace like elance.com, Guru.com, odesk.com to customize one of these would be way cheaper than starting from scratch. (I assume the clones are produced in a way that doesn't violate copyrights)
