Pulsating noise in Skype?

For some reason my friend has a constant pulsating noise from his end that everyone can hear. Is it some kind of connection problem or something on his end? Any help is appreciated, thank you.

sounds like he might be having a camera and a on board s device problem with sound make sure the built in mic of camera is off if he is using( head set) for the mic . Other than that can only imagine its a pc issues over doing the ability of the pc built for.. I do know some times if you have family members close by using pc to can get feed back from pc to pc via thur pc as you speak of .. so go in and turn down your Boost in settings from mic boost
