Weird Internet Connection?

So I got a brand new laptop running windows 8.1 and the internet connection has been very wonky in the past few days. Everything can be running smoothly, then everything stops loading until I disconnect from my network, and reconnect (or turn off then on my wifi), then it's really fast speeds, but dies again after a while and the cycle continues. I noticed this happening more often when I'm attempting to download a file (small and large sized). I downloaded all the latest WLAN wifi drivers so I believe it's not that. Anyone have any clue?

Here's something I've found to be true almost all the time.If a computers internet connection works it works.It does not stop working and start working.So the problem is almost never the computer.I also rule out the ISP because turning off your wifi it starts working again.That leaves your modem or router.Which means one of them is going out if you have both, or your modem/router combo is going out.
