How do I remove 'change layout' on facebook?

There's this annoying little icon that will NOT allow me to remove at all.
It creates so many unwanted advertisements that are not sponsored by Facebook or related with Facebook whatsoever.
When ever I click "change layout" or "remove layout", I get redirected to this page http://www.pagerage.com/ (very spammy page & isnt helpful).

try deactivating your account then reactivating it again, it works sometimes. also dont click on any spam things.
