How do I attract forum users?

I'm starting up a new forum website, and I'm at a complete loss as to how I should get people to look at my forums and start posting. I really just want to start some important discussions and the sharing of ideas that happens so of then on the Internet. So are there any tips I should know? Keep in mind that changing to a .com is out of the question, as I can't afford it right now. P.S.- the site name is discussforums.webs.com (shameless promotion, I know)

2. Build A Solid Reputation - Relevant questions and answers
3. Offer the common features - Forum Signatures, Announcements, Profile Information, Private Message
4. Put some social media features
5. Build relationship by providing relevant and useful answers
6. Introduce your forum in other related forums so that people could decide shift
