Why do I Keep Getting the Message:?
ERROR
The requested URL could not be retrieved

While trying to retrieve the URL: http://uk.news.yahoo.com:4080/israel-adm...ut=comment

The following error was encountered:

Read Timeout

and what can I do to correct the problem?

I am having the same issue. Looks like Yahoo is having some major server issues. All their articles appear to be unreachable for a lot of people right now.
