You are talking about totally separate things.

SEO is about improving your website for search engines.

PPC is a marketing and potential income activity.

If you haven't ensured your website has been optimized for seo you can forget about using any ppc marketing.

Why you like to run PPC or SEO ?

Answer is Promoting you business online or getting good number of customers from you site.

PPC is in organic ranking result and SEO is organic.

If you have money to run PPC for long time so good, It ll return of your investment but if you wont have money so wht will you do? But Cheap price you can run SEO to getting organic search result for long term.
