Is SOPA back for 2014?

I've heard a lot of talk about it, but I can't seem to comprehend what I've found from Google. Is it really coming back? I've seen that only some parts are. If so, which parts? What kinds of sites would be blocked under SOPA? Is there any way to stop it IF it is coming back? Would VPN's help me get around it?

Just as Ethan had said, you have to sign the petition to help stop SOPA from happening. As of right now, we need 20,000 more signatures before MARCH 19, WEDNESDAY. You could look up SOPA 2014 petition on Google.
