Can I upload gif's to Giphy.com?
I know you can upload gif's to FB and everything, but I made a custom gif using Photoshop. How can I upload this gif to Giphy.com?

If you've created it on your own then you can upload. Go to Submit page of the website. You must follow the guidelines also.
