Small business questions...?

So I've saved enough money to start a little personal business type deal. I've pretty well made a good amount of money off of eBay, buying and selling and have a couple double digit thousands.

What exactly so I need? It would be something small, probably located in my own home/garage, or if business does well I would open a shop elsewhere. I'm curious however as to if (if this is located in my home with a simple sign saying "random shit for sale") I would need a business liscense. I know that if I have a small shop in a rented area I would need a liscnse but I'm unsure about my home considering people don't need a liscnse to have yard sells. Any insight will be appreciated, thanks all.
