Adwords--Mobile Bid Adjustment & automated rules?

1. Do automated rules ALSO apply to your "mobile device preferred" ads?

2. If you already have automated rules in your campaign such as bid to top, why would you even have to set a mobile bid adjustment for your mobile device preferred ads since it's relative to (the bid necessary for a ) position and SHOULD NOT be relative to your non-mobile ads. It's unnecessarily convoluted, right? Seems if you already have top bidding rules, the mobile device preferred ads should simply follow that without any need for "mobile bid adjustment". Anyone know?

3. Are there any potential problems to having 2 copies of an ad: 1 set to all devices and its duplicate set to mobile preferred?
