WordPress is 100% free and very easy to use. It's not technically a "website builder" but it's a pre-made template, all you have to do is customize it. There are lots of different themes (which control the look of your site), so no matter what you need there'll be something out there perfect for your situation. And there are lots of tutorials on YouTube that walk you through setting up a WordPress site; it's really easy!

Marcus is right. Wordpress is a great platform to develop a site from. It offers so much in great coding and free plugins that make things work oh so well.

There are some free hosting companies and some really cheap deals through people on microjob sites, but I caution you greatly about using any of them I tested many of the free hosting companies, and several from the microjob sites and all of them failed miserably. one even wiped his hard drives and all of his customers sites-- but felt zero remorse
