I can't follow back people on Instagram?

I can't follow back people on Instagram?
Okay so I made a new Instagram account on my iPod because it said I can't make anymore on my iPhone because I made too many. And when I try to use the new account on my iPhone I could unfollow people but when I follow someone it turns green for one second then turns blue again. And now when I use my iPod it does the same thing. Please Help

first close you instagram and open it again. Secondly check your internet connection
