How do I get my ad to the top 10 in Google.?

I don't understand what I am doing wrong.
I set up my budget up to 50 dollars a day and also I raised a bid up to 3 dollars and still cannot get my ad shown on top 10 in Google.

Before, my budjet was 20 and the bid was about 2 dollars and the ad was on...
Now, after I raised everything the ad doesn't show.

I see some websites are steadily showing on the same raw every single time.
What should I do to get on top and stay there for as long as my budget allows?
