Many ISP's offer a 'free' web service as part of a 'package' deal .. you might want to check in case you already have a 'free' web site ..

Otherwise, there are any number of 'free blog service' sites (they will sprinkle advertisements all over your pages ..) ... try using Goggle...

IF you want your OWN domain name (i.e. http://www.JoeBlogs1234.wordpress.com) you will have to pay ..
