can qr codes play a video?

can qr codes play a video?
More specifically can the qr code when scanned begin playing a video without the user being directed to a Url that requires the user to press play first, Iv seen it work this way....but I need as much information on it....

Basically the code is scanned and a video plays, that's it!

Will this feature ultimately rest in the HTML code of the website holding this video?, The URL link itself? The code generator settings?

Please anyone with knowledge in this area advise me with as much info as you can....thanks

will rest on the code on the site having auto-play although not all mobile platforms accept autoplay code
