People offering these gigs often have a bunch of proxy servers which they'll then use to send traffic to the YouTube page from. Also you can go to a video and refresh the page a few times throughout the day, and that would count as multiple views.

So potentially the gig offerer might have 100 proxies and then view your YouTube clip at regular points throughout the day (say ever 2.4 hours), thus giving 1000 views.

Or they might be using software to do this. A lot of them are doing such things on Fiverr.
