Can I Trust this Ebay seller?

I've never purchased anything off of ebay before, and my mom is reluctant to get clothes off of Ebay because it's not cheap and she doesn't trust it.
She's only before bought items like replacement chargers.
Anyway

I want to get this dress, but i'm wary because it's less expensive than it would be if i could even find it elsewhere.
What do you think?

this person also has a no return or exchange policy which worries me, but idk how ebay usually works. input?
