I want to buy a new phone and the price of it seems surprisingly cheaper than most of the other ones on google here is the link to the phone -

Is it second hand or pre-owned in some way, or is it completley new? most of the other phones of this type cost about 400 pounds, whereas this one only 200

A site can not be second hand.
The site you are talking about was registered on 25.03.2011 and last modified 25.05.2012.
As no active threats were reported recently by users, waeplus.co.uk is SAFE to browse.
I think they provide some discount for that model of phone that is Sams I8190 8GB AND 10,16cm wh | Samsung I8190 Galaxy SIII Mini white.
