For a small business site is doing things like blogging on focusing on keywords the best way to help it get ranked on search engines?

Also do keywords work the same with most search engines really like yahoo and bing, etc.?

It also seems that pay per click campaigns could be worth it if it gets some customers into the site over time and it seems repeat customers could also help the rankings over time as well.
