What is the least expensive way to advertise a new business/website?

Experienced marketers will tell you that the conversion rates resulting from an ad can be more important than the cost, there are ad systems costing anything between 1 cent and $2 per click, 7search.com is an example of a "2nd tier" ad network, mistakenly called search advertising which has a high incidence of fake or paid ad clicks. Google Adwords ads cost considerably more but are much more likely to bring you real prospects.

You may look into placing banner ads on select sites through brokers like buyads.com or buysellads.com, a campaign to get a presence on social sites, including a Facebook and Pinterest page would be important as well.

Those selling brand name products at competitive prices can pay to get into price comparison sites.

Those using paid traffic must pay more attention to their site's conversion rate, it's a big mistake to assume your initial design is anywhere near the best for converting visitors to buyers, unfortunately it takes some traffic to test design variations with split testing.
I understand getting 1 sale per 50 - 200 visitors is common for ecommerce sites, bear that in mind when calculating the cost per sale. Big sites can afford to break even or lose a bit on initial sales to a new customer ads bring in, knowing they will profit on repeat sales to loyal buyers later on.

As per my experience its a Google Adword, because you can bid there and make your price acceptable with reasonable price. But its totally depends on the location and density of your site's keywords.
