The file will download, but I cannot open any other pages or even play a YouTube video until its done. I bought the computer brand new in July and it works great, so I know I must have picked up a virus or something somewhere along the line. Here's hoping someone has some insight and it's not a costly fix.

try editing your question with more detail

internet provider? browser & version? connection speed? file you are trying to download (link)?

try mru blaster.a neat qick to use freeware that rids the system of MRU's

it has plugin options, chech two boxes for each option
that gets rid of cookies on the fly.

definitely do a registry cleaner. wise offers a free great one for home use.

definitely do a system defrag. on the site where ccleaner is. there is a simple to use reggedit[spelled that way] that works fine.
your system is clogged, it needs a plumbers helper, so to speak.

which browser you using...?

try to download with the help of download manager like IDM(internet download manager)

Call your Internet Provider. If their solution does not work, just do a System Restore.
