I didn't know they had (but some pools might just be getting overloaded as it is very profitable to mine at the moment), but when the network hash rate goes down so does the difficulty, which equals more coins for the same amount of work for other pools, which means more profit for workers on other pools. If you had a lot of coins to sell it could also increase the price by reducing supply, or it could just be malicious vandalism e.g. if you were against Dogecoin because it is competing with other coins, so those could be the reasons someone would do it.
