How do you use twitter ads and how do you bid?

So can I really bid .01$ and expect to get any engagements. Here was my plan. I have a small site (crushingnews.com) and I am going to put 50$ in, and then after that all the money I make I will put it back into the site. My goal is to make about a dollar a day. My question is, I don't mind waiting weeks to get the followers I want, but can I bid .01$ and expect any followers to come?

You can also use tool called TweetAdder for automated tasks and get new followers.

I found that many users use this with ads engagement.
