It's depend on your market niche or product. If your going on high niche then go for long tails keywords OR low market then go for targeted keywords.

For PPC search engines, usually keyword policy is divided into three different levels that are described below.
Open: There are no restrictions on what type of keywords you are allowed to buy to promote an advertiser. Restricted: There are some keywords that are prohibited to buy to promote an advertiser. An example could be that you are not allowed to use this advertisers trademark when you buy keywords. Closed: An advertiser does not allow affiliates to buy keywords. Is this one policy ID with subject and body configured. If so the only way a match to the policy will happen is if the words you are looking for are both in the subject and body at the same time. You will need to create two policies one for the body and one for the subject line.
