how to make cool shoutouts on instagram?

I was just wondering how people make creative shoutouts. I tried once but it didn't worked. How they did that?

What do you mean by creative? What I would do is maybe find a great photo of them, do some cool editing, and tag them, or what most people do is screenshot there profile so yeah! But theres usally a bit about like they're awesome or i love them or something
