How many flags does it take to remove an ad or post on craiglist?

I was looking for a car to buy on craiglist and came across a decent car. I called asked questions. And it looked like I had found my car. He said it runs good, clean and great condition.

Well I drove 40 minutes to go buy it... Turns out that it is a dealer (even though I filtered my search results to "for sale by owner only".)
I was upset but I was already there. I asked for the key and found the car and it was ugly!! He took pictures at angles where you can't see the damage it has and does not mention it. The glovebox was broken off. It was closed but once you open it, it is nearly impossible to close back.

Anyways, I tried to turn it on and nothing, tried 5 times and nothing. I called him out, he apologizes and said it was probably the battery. He brings cables out and tries again. This time it would turn on but the. Immediately turn off unless you stepped on the gas a bit. After 10 tries it turned on and the. He said, "sorry the check engine light is on, it wasn't there before."

I just left very upset that he wasted my time. He can list ads if he wants but he should list it under "dealer" not private owner. He has multiple cars on Craigslist I noticed later. I do not wish this for other so I want to flag all his ads and remove them. I am willing to either create separate accounts or change my IP address every time I do. I just want to know, for the cars sold by owner category, how many flags are required before the ad is removed.

I think one flag can put it up to remove. I found a few scams and flagged them and it seemed almost instant they were gone.
