Hi. Due to the latest Panda, Penguin updates & Hummingbird algorithm change, what will be the exact & proper SEO guidelines (ON & OFF page) for year 2014, for sites having high competition keywords?

SEO always SEO. The process will be the same always. Try to complete the On page Optimization first. Select the keywords as per your webpage content.
Update the website regularly otherwise you have to update the blog.
After Completion of On page Activities you can go for Off page optimization.
Follow the techniques like
Social bookmarking
Guest posting
Blog Commenting
Forum posting
Question and Answers
Classified Submissions etc.......
and follow Social Networking techniques(Facebook,twitter,LinkedIn etc......)

A couple of other things to think about.
Google is becoming a answer engine & hummingbird seeks to add context to search queries. So, Google will take a search term like "what's the best pizza restaurant near here" and use your geolocation to return a list of restaurants near your physical location. It will use review sites & social networks to judge the best. So, old style on page optimisation alone won't be enough to meet this scenario.
Another thing to consider is that Google is looking for authority & authenticity. So, become a "thought leader" (horrible term) in your field and this will help your content to rank higher. If people link to your content the these are the high quality "earned" back links that Google favours. So, if you run an ecommerce website, getting positive reviews is really important.
The authenticity is user reviews and comments - user feedback.

ya i am also confused seo terminology, day to day it is changing .

so I am mainly concentrate on "Content" and "Google Webmaster Guidelines for on-page"

after more information, I Read the article in "Searchenginewatch.com"

and follow that article for "A New Direction for SEO in 2014: The Secure Search Manifesto"
