How do I split Internet connection among multiple users?
I live in an apartment for college, and there are 5 people in total (including me) that use the cable Internet (20Mbps download and 2-3Mbps upload). We all pay the bill evenly, and in a perfect world, we would all like to have 4Mbps download speeds each when we're online.

However, that's never the case, as some applications take priority over others and hog the Internet connection. This always sucks when I'm on Xbox Live playing CoD or playing other games on my laptop, while others are streaming videos, downloading stuff, Skyping, etc.

Is there some way to split the Internet connection among multiple users so that we all get our fair share of the bandwidth?

My router, which is the Netgear WNDR3400-100NAS, has QoS (quality of service) Setup, but that merely prioritizes some Internet traffic over others. It doesn't necessarily stop others from hogging the Internet. I want it so that when someone torrents or streams videos, he is limited by the 4Mbps download speeds that he has, and so that I can freely play on Xbox Live without lag.

I did a search for "router limit bandwidth per connection." Among the many search results was the following information:

I'm running Tomato Shibby 105 AIO on a WNR3500L v2, but it will run on many other models. A quick look at the Bandwidth Limiting functions shows you can limit by mac address, IP range, and more. The QOS section has very many options, and it looks like you can do what you need, though the wiki has this to say about P2P:
QOS is not easy to apply with P2P as even L7 filters do not work particularly well. An approach which generally works well with P2P is to set your default class to "lowest" and then address all other desired rules in classes above this. P2P will "fall" though all of the filters and end up in the default "lowest" class. This way, you don't have to use several different filters in an attempt to capture all of the possible P2P traffic.
It just occurred to me though, if I'm not mistaken, that one problem with torrents is that they open a lot of connections. You could limit the number of connections per user. You can see the general Tomato wiki here and it shows how to do that:

Anyway, I haven't tried what you need, but just thought this might give you some ideas.
