Because they are promising that they will chose a best answer. Sometimes no best answer is chosen, and no one gets 10 points.

Sometimes they need the extra verbiage to pad out the question to a length Y!A will accept.

Otherwise, I'm with Fred: people are hoping that they'll actually get the 10 points. (To be honest, I don't even notice anymore.)
