with facebook, you usually have to add someone as a friend to see their full profile, is it the same with twitter, do you have to follow them to see the whole page, or is everything public to you regardless of following them, as long as you have an account

It depends. Some people make their profile private. So, if you want to see their profile, they have to be following you. . Who do you wanna stalk? Lol

unless someone's twitter is private (it'll have a lock next to their name), you can search up their username any time you want and scroll through their tweets. however, if you don't wanna constantly look them up, i suggest you follow them.
