Why does it say blocked when i try to download something?

Just recently, when i try to download anything, be it an mp3 file or even trying to save a picture from the internet, the tab that opens at the bottom of the screen (i'm using chrome btw) says "Failed - Blocked". I can't download anything and it's really frustrating. Google gave me tips on how to fix it, but nothing worked (and yes, i did do it correctly, i'm good with these kind of things). Please help. Chrome has never done this to me before and has only just started doing this within the last couple of weeks, and i don't think i have downloaded anything dodgy, because every thing else on the internet is working fine.

Try chrome from an incognito window, if it works there, try clearing all browsing and cache history... other thing to try is using another browser to check if there is some kind of antivirus blocking the downloads...
