Possibly, 98.6% feedback is okay - not perfect, but okay.
Also, that is quite a lot of money for that phone, so it's likely that they believe it's worth quite a bit, meaning it could be good quality.
Read the reviews of the seller, and compare other sellers selling that same product if there are any

If they're not sending their stuff with a required signature for proof of delivery at your end, it's debateable.

Personally I would not bother with that seller because he/she is located overseas (Hong Kong) and if you find the item is faulty when you receive it, it will cost you a small fortune to return it for refund. The seller will not refund you your postage if you return it for replacement.
