I am not quite sure how to word this. I am wanting to create a url to lead to an image file like this: http://29.media.tumblr.com/tumblr_m263ea...o1_250.gif

leading to just an image and nothing else, how are people doing this?

This is called 'hotlinking'. Some image hosting sites don't like hotlinking, since there are expenses for hosting and transferring data. You need merely to find a site that allows hotlinking.

Did you mean to ask for HTML code to show just the image?
