Of course it is but only if, as you say, are creative about it. Faux News has developed it to great heights in my opinion. They never let any facts get in their way just stir the pot and cause havoc thru misinformation or omission.

there is a special place in hell for people who troll. there is nothing respectable about being a jerk, and you cannot call it an art form.
I could run around stabbing people and call it an art form, but its not.

I suppose you could consider trolling an art form from a creative writing standpoint, but honestly, it doesn't take much to piss people off. All you have to do is tell them the truth. Most people who ask questions on Yahoo! Answers aren't seeking new information; they're seeking validation for their preconceived notions. In fact, you're doing it right now. Obviously, "yes" the only right answer to your question as far as you're concerned.

Trolling is just showing how someone can be an obnoxious jerk. Art form? No. Creative writing? No way. Most trolls have no sense of what it's like to be creative. They just do it because they're bored, insignificant jerks with too much time on their hands, so they try to piss people off. It's also a waste of time.
