What does 'Busy' mean on Skype when you call someone?

I'm calling abroad to another mobile using Skype credit
I've been trying to call a couple times but it rings for a second and then gets dropped and
says 'Busy'. This has been happening for almost 2 hours now, constant drops and then 'busy'.

Does this mean they're already on the phone to someone? Their mobile is off?
They're declining my calls?
