I cant download anything off of internet explorer.?

I just recently put my computer back to factory settings,and now I cant download anything off of internet explorer. I cant even download google chrome or firefox. And when I do try to download something it takes forever then says download failed. Is there any real way to fix this from home? I have fixed it before when this happened, but I've no idea how to fix it now. Help?

what speed are you paying for from your is your isp?

go to speedtest and check
if really bad - try powering off the router box for 30 secs and reconnecting
