There are many app types to create. We do not know which one do you want. However, if you want to create an app for mobile platform (Android or Apple OS), or actually any web app then you should try with oDesk.

You can get free $100 from Flippa to use on oDesk. You can find a quite good developers on this network which will help you to build an app.

Price depends on your app complexity, purpose and type. Prices range from $10 to $100 per hour.. So if they can create your app in a few hours then you would not pay much.
