If you have a paypal you can link the two accounts and you should be able to avoid inserting the credit card info on ebay.

I guess it really depends if you are a buyer or a seller, if you are a seller then ebay wants to know that there is a way for them to get the fees that you will owe at the end of the billing cycle.
