Please Help with Website Ideas?

Hey Everyone, So I am currently being looked at to become the next Head Varsity Debate Captain. I want to impress my coach, and I have this idea for a way to receive and turn in research, but I'm not sure how to do it. So pretty much before everyone turns in research and then everyone logs into this email which everyone has sent their research and prints it out. Its a really big hassle. I was wondering how to I create website where people can log in and turn in their research, and then (When they are logged in so other people can't see the research) see the research? So maybe this isn't the best Idea, but its all I got. So any ideas on this website I want to make, and ways to improve the debate team would be greatly appreciated! Thank you so much for all of you that will answer and put some time into typing this out, I really appreciate it!
I would like to implement this at a high school of around 1,200 kids and a team of about 30-50 depending on the amount of freshman we get each year.

It is a good idea but it would be great if you could specify where do you want to implement it. If it is limited to a school or college, it is one thing but if you are planning to convert into a business idea, it is a completely different ball game. Please share more details. It seems to be a great idea for now from my point of view but details can only define it.
