CAN I GET SOME HELP PLEASE?

So I kind of anonymously spammed my crush on ask.fm, from my profile, and also without a profile. He said he was going to block me ( LOL ), and now he doesn't seem to be answering my questions anymore ( once again, LOL ). So I was wondering... when you block someone from asking you questions, does that block their IP address ( or whatever it is called )? Or does it just block that specific user? Because he doesn't seem to be answering my questions that I am asking him, even though I'm not signed into an account. Is it possible to block someone thats not signed in? Please hellp, it would be very much appreciated. Thanks xoxo

No you can't block someone who has asked Anonymously he has probably used this as a minor threat to stop being spammed on a question site.
