Hello, tell me about how to connect Android Phone to windows 8 laptop for internet. I have no idea of it. I am New to this. All I did was to connect my phone to PC by USB & then I selected USB Tethering on phone. But then what to do next

Oh wait there might be something missing, therefore it is better to do it by Portable HotSpot and Wi-Fi. Assuming you don't want to go that route things diverge a bit. Windows wasn't as smooth as Linux back in the days of Windows Mobile 6. So USB tethering you need to get to the official page for the make and model you have.

What you need to check first is if (a) you have a data plan on your phone (most android phones will) and (b) if that includes *letting* you use it for tethering - if not, you won't be able to. Not all data plans include tethering.
