Is there a way to make cheap calls to Germany from Srilanka?

Is there a way to make cheap or free calls to Germany from Sri Lanka without using skype?Can somebody please help me,because i am in a real trouble due to the high cost.

There are a number of options:
1) skype as you mentioned - you can call real telephones as well
2) voip provider (requires subscription)
3) google from within the gmail interface

All these services are not free, but they're very cheap.
