Realistically this could not be done for free, there would always be some cost in hiring some service, software or in your own considerable time. That number of links would be created by some automated spam software, the most polite being seNuke.

Unfortunately generating that number of links would almost
certinly result in being removed from the search indexes. While Google previously just disregarded links it could to be suspicious, they now issue an "unnatural link pattern" warning to those registered with Webmaster Tools, de-indexing those sites that don't demonstrated a significant effort to remove the offensive links, there is now also a Disavow tools where you state you didn't create the link and don't want it, this tool may be the only responce available for dealing with a competitor sabotaging your site by providing bad back-links to it.

I know it will be hard, but "there is no free lunch" in business. Every new "free" way of making money ends up being used so much that it does not generate much money.

It can be done but would take a lot of time and effort to do it for free, a lot of paid ways exist though. But you never know how authentic such links would be and whether search engines would consider it as natural. I would rather work on getting 200 links from relevant high quality websites.
