According to Google's Matt Cutts, the best ways to build back links are

1. Generate Controversy
2. Participate in community
3. Content development
4. Send newsletter to current list
5. Social media is starting to count
6. Blog a lot.
7.Have good site navigation. They help your clients to move around your site easily
8. Make a video

I intend to write about it soon on my website but in the main time, take time to check out the video on Google academy

I think the best advice is to keep it real. Google has penalized most of the sites that used unnatural link building techniques. These techniques included buying links, anchor text spamming in backlinks, excessive blog comment links. If you know you are doing something that isn't legitimate Google will be able to detect it as well.

The best advice is to keep it real and genuine. Join and be a part of communities where it makes sense that someone would like back to your site.

One of the best videos I found on this was from SEOMoz.
