I have started up a forum at http://www.talkglasgow.com however I am really struggling to get members

How do i get new members to sign up?

This is the usual process for new forums. Call a reporter for your local newspaper and ask if she will interview you about your new forum. They write those articles for Saturday papers when news is slow. That might get you discovered.

In the meantime, ask 5 of your friends to participate for at least 30 minutes every day. So that a newcomer sees a lively forum with lots of entries.

Put up a sign at local sporting events with the forum name.

Try and find similar forum and talk about your forum, find like minded people and point them at your forum, offer some promotion/incentive to drive traffic and grow interest
