Seed is a person like who has a torrent file open in their client (the same file you are trying to download)and they have complete file downloaded while peers meand the y have not full doenloaded file...

seeds have the complete file and are actively sharing ... peers are downloading the file and have part of it and usually are sharing pieces also ... high numbers of each are best for speed ... low numbers of seeds and high peers will make it slow .. low numbers on each will make it slow ......

SEEDS

Seeding a file means to upload it to other users who do not yet have the full file. Once you have downloaded the full file from other peers, torrent client programs will automatically start your seeding. Generally, the more seeds the better.
PEER

Peers, sometimes referred to as "leechers", are people that need parts of the file to complete it (whether it's one tiny bit or the whole thing), and need to get it from others. Usually peers get it from seeds but if there are many peers or few seeds peers will share with each other in order to make the download as quick as possible.
